Japanese Police Headquarters introduces the Negotiator System" to deal with hostage situations in Japan. Two negotiators, Shuhe Ishida and Maiko Tono, had once been partners until people started to suspect an affair. After that, Maiko lost her position as a Negotiator, and moved to a Filing Room. However, a hostage crisis arises involving Ishida's wife and child moving Ishida to ask Maiko to work with him again as a Negotiator on a case he is too close to emotionally to do on his own.
